- Day 1 (Monday February 14):
Do we have to discuss the relevance
and/or need of a European GBIF node at all or can we consider
the issue as already approved and focus on the discussion
on how this European GBIF node has to be established?.
And as a start I would like to have
your ideas about you think the EU and/or you within this
context understands as 'biodiversity' or 'biodiversity information'.
Should for instance domestic animals understood to be a
part of it? by Yde de Jong
- Day 2 (Tuesday February 15):
What the forum members understand
as 'Europe' by Yde de Jong
- Day 3 (Wednesday February 16):
Why should the EU stress the partnership
with GBIF on establishing an 'European GBIF-node' and not
primarily focus on the set up of a high quality European
biodiversity service, just stipulating a maximal interoperability
with GBIF and leaving E-BIF as a responsibility of the national
nodes? To what extent are European and GBIF ambitions interweaved?

- Day 4 (Thursday February 17):
For today I would like to focus on
the political consequences of countries that are not yet
members of GBIF. What should be the right (political) approach
to these countries? From a political perspective (see the
e-mail of Alexander Ryss) sometimes top down approaches
via GBIF fail due to bureaucratic conditions, while in the
same countries bottom up approaches via cross-European scientific
programs (like BioCASE and Fauna Europaea) are more successful.
In addition, even when bureaucratic conditions are not the
bottlenecks, countries can effectively contribute to pan-European
initiatives without a GBIF membership (like Italy). What
do you think: Can/Should the European Commission recommend
countries to join GBIF or not? by

ENBI recommend the Commission to make recommendations (of
countries to join GBIF)?
Can individual countries encourage non-GBIF members to join?

Are there any other regional (or thematic)
nodes that are working on their own specific portal (IABIN
? PBIF?)? What could Europe learn from those experiences:
how are for instance activities from non-GBIF partner incorporated
and what is the relevant input of GBIF to facilitate these
initiatives? by Yde de Jong
- Day 7 (Tuesday February 22):
Identification of the European
needs and benefits of a EU-node (sensu lato) by Yde
de Jong
- Day 8 (Wednesday February 23):
1) What is missing in the local (national)
situation why GBIF recommendations can't be followed (scarce
resources, no political commitment, etc.)?; 2) Has GBIF
the right instruments to facilitate the development of the
national nodes?; 3) What extra efforts are need to be made
to solve this problem (making the national nodes fully operational)?;
4) What role (if pertinent at all) should/could the EU or
a future EU-node play? Are we right that if for instance
the national nodes are maintained as independent efforts
of the different countries under direct supervision of GBIF,
the EU/EC role will be restricted to certain 'political
recommendations'? by Yde de

Taken into account the different
communities which benefit form the approaches of GBIF (systematics,
conservation, etc.) what are the strengths and weaknesses
within their relationship to GBIF? What could be improved
and what are the real challenges?

1) Are there any issues which
are not mentioned within the working document and/or not
discussed during the e-conference which to your opinion
should be addressed (or addressed in more details) within
the context of a European GBIF-node?; 2) Secondly I would
like to come back on an issue I initially used to start
the e-conference, namely what do we understand as 'biodiversity'
or 'biodiversity information' within the context of a European
