One problem commonly found with collection curators and scientists is their reluctance to make information under their control available. I think this is a problem that might hamper progress towards open access for biodiversity information, the ultimate goal of GBIF and ENBI. Experiences on how to deal with these situations exist, some satisfactory, others not less so. It is our impression that a discussion on this topic could contribute to a more efficient start up of the European GBIF nodes and related initiatives.
Data availability is just one side of the coin, being the other to know who the potential users of this information are, and what their needs are. To explore user needs --in terms of data and tools-- may help to focus our work in making biodiversity information available to all in a useful way.
Following these leads, the e-conference is structured in two thematic sessions plus one for general discussion, cross-cutting issues and conclusions.
Session 1: Sharing biodiversity information (10 - 21 September 2003). Moderator: Dr. Patricia Mergen (GBIF-Belgium).
Opening statement (by Patricia Mergen)

b. Sharing of data for profit or for free
c. Are different levels of access acceptable or convenient?
d. How data providers can protect their rights. Are good will and "conditions and provisos for use of content" enough?
e. Should users of Biodiversity information be registered?
f. How to encourage data sharing
g. It is sensible to expect free access to private collections?
Session 2: Biodiversity information: What services are needed and how the data providers should supply them? (15 - 21 September 2003). Moderator :Dr. Christian Köppel (VIM-Germany)
Opening statement (by Christian Köppel)
a. What mechanisms are needed to ensure a permanent dialogue between providers and users?
b. Who are the potential users of Biodiversity Information?
c. Towards a free plus premium access model?
d. From data for scientists to data for society
e. Distinguishing between basic research and commercial exploitation of biodiversity
Session 3: General discussion about the most relevant topics arisen in the previous sessions (22 - 28 September 2003). Moderator: Marisa Esteban (ENBI Forums-Spain). |
